Club de Pesca Abbey       "Abbey Angling Club"

CONSTITUTION

As adopted at the initial General Meeting held on 15th November 2010. Amended by Resolutions at the Annual General Meeting held on the 8th of December 2016 at the Abbey Tavern Restaurant, La Florida, Orihuela Costa.Amended by resolutions at the Annual General meeting held on the 18th Januray 2018 and January 2019, points ammended by commitee meeting 3rd Jan 2022.

NAME

The Club shall be called Club de Pesca Abbey the” Abbey Angling Club” Established in the year 2010.

OBJECTIVES

The objectives of the Abbey Angling Club are:

1. We are a registered legal organisation with the Entidades Deportivas de la Comunitat Valenciana has the “Club de Pesca Abbey”.

2. The club emphasis will be on freshwater match fishing for all its members, with a few open matches held annually.

3. To afford an open membership to all – but with a membership restriction of 40.

4. To maintain a clean bank policy, wherever and whenever fishing.

5. To practice a policy of catch and release.

6. To take all practical measures when fishing to protect the environment and the health and safety of its members.

7. Every member fishing club matches must hold an up to date fishing license for the appropriate province being fished and hold a current Murcia Federation License which includes Insurance.

CLUB MEETINGS

1. All meetings will be held in the Abbey Tavern in La Florida Commercial, Orihuela Costa, with the acceptance of the Abbey Tavern management.

2. The Club will meet every 1st Monday evening of each month at 19.30 hrs prompt.

3. The Annual General Meeting will be held each year in January.

4. Any necessary Special General Meetings will be called by the Committee if and when necessary with at least 14 days notice to the membership.

AGM.

  1. The AGM notice to members will be given two months before the actual AGM.
  2.  Proposals re changes to rules etc should be submitted at least 1 month before the meeting
  3. Proposals can only be proposed and seconded by paid up members.

4        Proxy voting will be allowed but only when the member is unable to attend the AGM for serious reasons, ie they are out of the country, seriously ill etc, not just not attending the  meeting because they can´t be bothered, wife at bingo etc. Someone not attending and wishing to vote must give there proxy voting right to another member that they have selected and must inform the committee 1 month prior to the meeting who they have selected to vote and why they are not able to attend the meeting. Each request for a proxy vote will be vetted by the committee and the committee will decide its eligibility.

5        Either the proposer or seconder must attend the AGM if they wish their proposal to be considered. If either do not attend the AGM then the proposal will be withdrawn.

  1. Proposals will be voted on in the order in which they were received.
  2. For each proposal, attending paid up members will be able to vote. Also each paid up member will be allowed to cast one proxy vote only if they have been given a proxy vote by a non attending member that has been approved by the committee.  The Chairman will only vote in the event of a tied vote. Voting will be by hand and no postal or written votes will be accepted.
  3. If anyone wishes to be considered for any position of office then this must also be submitted to the committee 1 month prior to the AGM
  4. If anyone wishes to resign from for any position of office then this must also be submitted to the committee 1 month prior to the AGM in order for a replacement to be sought.
  5. Proposals approved will be implemented straight after the agm and any involving fees etc will be implemented with a month.

CLUB OFFICIALS.

1. There shall be the five officers and a further three nominated members to form the full committee of the Abbey Angling Club.

     President,  Vice President (Match Secretary) , Secretary. Treasurer.,  Membership Secretary.

2. These five Officers will form part of the Committee of the Club.

3. The further 3 Committee members shall be.

     One Match Secretaries Assistants.

     One Treasurers Assistant.

      IT Secretary

4. All committee members must be fully paid up members of the club, and must have been so for a minimum period of one year.

5. All officers shall be elected for a term of one year at the AGM.

6. In the event that any officer resigns mid term then the committee shall appoint a replacement to serve until the next AGM.

MEMBERSHIP/FINANCES.

 1. It is the intention of the club to be a self-financing, non-profit making organisation, for the benefit of its membership only.

2. All club finance will be raised from membership fees and in-house activities.

3. All members shall pay an annual membership fee (with the exception of Honorary Members) covering the fiscal year January 1st to December 31st.

4. (a) Membership fee will be €20 per annum for full mebership, temporay members will be €10

    (b) Fees must be paid up by the end of January or new members fee will apply.

    (c) All monies submitted must be accompanied by a filled in application/renewal form.

     (d) Prospective/renewing members will not be at liberty to participate in club activities until all due fees are paid.

5. Membership fees will not be reduced if a new member joins during the course of any fiscal year, and no refunds will be made if a member resigns or has his membership cancelled at the discretion of the committee.

6. The committee shall have the permission of the membership to spend up to €200.00 without bringing the matter before the members, this expenditure must be agreed by the full committee.

7. The yearly Murcia Federation fees will be paid for out of Club funds for the President, Vice President and Clubs Treasurer, this will be reviewed on an annual basis at the Clubs AGM.

ACCOUNTS.

1. To conform with Spanish Law the Club accounting period will be effective from January 1st to December 31st annually.

2. The club treasurer will be responsible for maintaining clear and accurate records of all financial transactions throughout the fiscal year.

3. All income and expenditure will be receipted, recorded and maintained.

4. A statement of accounts will be presented by the treasurer at each club meeting.

5. The treasurer shall produce the year-end accounts for the committee to agree on each year to enable it to be presented at the AGM

DISIPLINE

The committee may at its discretion cancel membership of any member who it considers is not maintaining the standards required, who has not paid his/her membership fee by the required date or is deemed to be a disruptive influence to the general harmony of the club.

GRIEVANCES.

Any member with any grievances may write to the Secretary to consider the stated grievance by the Committee at the next club meeting. Any decision of the committee relating to the stated grievance will be considered final.

CESSATION OR DISBANDMENT.

In the event of Abbey Angling disbanding, the approved signatories shall close the Club and donate the full amount to a nominated Charity, with a statement to the local press and local authorities.

All opther competitors will get 2 pts after this if you catch. One point will be awarded to all the competitors who do not catch on the day but compete in the match

 Match Rules

1. Prior to the match all competitors will draw a peg number

2.A competitor may not move more than 1 metre either side of his designated peg

2a. If a competitors peg is occupied prior to his arrival and the person occupying it will not move then the competitor will be allowed to move to the next available spot.

2b. Every competitor must fish from within one metre either side of his/her designated peg.  On flowing water, the competitor may fish in the direction of the flow as far as the next peg.  On still water, he/she may fish as far as half the distance between his/her peg and the pegs on either side.  Where competitors are drawn on opposite banks, the limit of the swim is the line midway between each bank. (CLARIFICATION BY COMMITTEE 3/7/2023) The next peg will be the next occupied peg. 

 The competitor will restrict their activities completely to these boundaries, neither his/her person, his/her tackle, his/her hookbaits or groundbaits may intrude into his/her neighbours swim. 

In an extreme situation eg snagged tackle of a snagged fish, an angler must seek permission from his/her neighbour/s before moving from his/her designated peg to try and remedy the situation

3.Any method of fishing with a rod and line is permitted

4 Only 1 rod with a single hook is permitted to be in use at any one time , but any number of rods may be set up ready for use but must not point over the water .

5 Keepnets must be a minimum of 3 metres long , 2 nets should be used wherever possible especially in summer months and no more than 25 kg should be placed in each net, this is for the protection of fish and to aid weighing. If any angler has more than 25kg in one net it will only count as 25kg.

6. Competitors may plumb the depth ,mix ground bait and place their keepnets prior to the start of the match

7. A fish may be played for up to 30minutes after the final whistle provide it was hooked before the whistle.

8. No baiting before the start of the match

9. Feeding with a pole cup whilst fishing a tip rod is allowed. No pole cups to be placed over the water before the start of the match.

10.  Weigh stewards on match days will be the two anglers who draw the designated pegs , if one of these is disabled then the angler on the adjacent peg will act as weigh steward. At the end of the match the designated weigh stewards will pack away, their pole and umbrella and then must start to weigh their respective pegs , the exception to this will be when it is unsafe to leave tackle unattended.Weighing in general should commence after 10 minutes of the end of the match.After the match has finished a second whistle will be blown ten minutes after the end and weighing will then commence. Failure to do so the stewrad will be initially given a warning and a second failure on a seperate occassion will result in disqualification.

10a. At the end of the match all Competitors will be responsible for placing their own fish in the weigh sacks. Disabled or injured anglers may seek assistance from the weigh stewards but it is a competitors sole responsibility to make sure that all his fish are placed in the weigh sacks.   If after his catch has been weighed another fish is found in his net then it may only be weighed and added to his total if the stewards have not commenced weighing the next angler. 

11. All catches will be weighed  by the appointed stewards using a tripod or crook at the competitors `peg.

13. All fish must be returned to the water after being weighed

14 The match secretary will appoint disabled pegs on the day.

15. Within reason , all competitors must clear the area of their peg of rubbish and litter before leaving.

16 Any competitor in breach of these rules may be disqualified from the match and forfiet their catch, pools and any points awarded , at the behest of the committee.

17. Any complaints must be registered with the match secretary on the day at the end of the match

 18. Fishing whilst Wading or from a platform or box with legs

A competitor may wade provided that the water does not extend above the knees unless he/she can touch the bank with fingertips, in which case the water can extend above the knees

When platforms or box´s with extendable legs are used, the water must not come over the knees when standing on the river/lake bed,although as long as the platform or box is standing on the bank the front two legs may be in the water above the knees.

19. Pools as per written Rules

20.No floating poles are allowed this includes allowing poles to drop in the water whilst feeding.


21.The matches will be run by the match organising committee.
